I have swapped stock shocks and dampeners for Bilsteins on an S197 Mustang, but not for anywhere near that kind of money.

I do on many other cars. Ohlins, MCS, Moton/AST, Penske, KW, etc.
Were those mostly race/track-day/autocross cars? Any dedicated street cars?
Certainly, though always for track + street use cases.
3-ways for a street car are a complete waste.
