No heat until 115F

I only get cold air, even when set to High, until the engine reaches 115F - Then the heat comes on fully.

Is that normal/expected?
 
Most cars (not EVs) work that way. Its running the warmed up coolant through a heater core (small radiator basically). Blows the air over that to get the warm air.
You can use the seat warmers to feel a bit of heat until that point (if not wearing a thick coat etc)

Thanks for the info, and I did exactly that this morning with the seat warmer. It helped 50%. Thanks.
