Registration-are the dealers requiring that they provide registration/respective state taxes/filling fees etc by adding this to purchase price in lieu of taking care of this locally? Is this requirement dictated by Lotus?

If you drive it away from the dealer vs. having it delivered by transport company, the state requires collection of the purchasers state taxes. Most states have a reciprocal agreement where the taxes are paid from the collecting state to the purchasers state behind the scenes.
 
As far as I know all US dealers use services that help get registration and paperwork done in all 50 states. It's not required by Lotus but is something generally the dealerships do as part of their service for the sale. They need to submit the necessary paperwork for proper titling.

I will be shipping the car. Just curious as state taxes(4.5%), document fee of 1,500, registration fee of 900, filling fee of 500, and registration fee of 100 adds up. Wanted to make sure that these fees are appropriate and not just dealer profit.

bought in Pa live in NJ and taxes 6.774.06 and fees 1,287.00 dollars..

I bought mine from Gator. $0 fees. $24.50 state registration fee. So, IMO this seems high. I don't know what company your dealer uses to do out-of-state registration. RegUSA is one I'm familiar with. They would break down the exact cost (doc fees, mailing fees, registration fees, plus all the taxes). If you are uncomfortable with the high price, I would ask them to show you what the registration company will be charging. The dealer should make no profit on the registration activities as they incurred by the registration company.
 
Except the fixed sales/excise tax, those are all ridiculously, crazy high.

$500 total fees would be tolerable, $3000 ($1500 + $900 + $500 +$100) is not.

It’s a relatively new thing (at least around here) that some dealers use 3rd party companies to process their paperwork, at very high prices. My suspicion is that this is so they can say those prices are fixed, and they aren’t able to reduce them. But probably the dealer actually gets a huge portion of those fees.

Looks like legit registration fee in your state is $96, title fee is $11.

Every vehicle I bought out-of-state, I got a temp tag and did not pay sales tax at delivery. Only dealer that refused to do it was a dealer in NY.

I usually get the MSO and can register the vehicle in my home state. Only exception was in PA. PA sent me a PA title with my home address. It created a slight issue but I was able to register the vehicle.

Doc fees are usually set by the state DMV. I have never seen a doc fee as high as $1500. I always ask for a break down of the fees before purchase and usually pay around $500-$1000 for the various doc, title, prep, purchase, handling, or whatever fees that are always tacked on.
 
Pretty sure doc fees are usually set by the dealer, and can vary from zero to thousands of dollars. It always pays to shop around.
 
I've bought many vehicles out of state from private sellers and dealers and I always do my own title/tag work here in DE. Even when I bought my brand new VW from a PA dealer, I negotiated away their BS doc fee and did title work myself and transferred my own plate.
 
Those fees are really high extra dealer padding/profit. Usually, if you buy out of state and transport it (not drive it off the lot) then the dealer has the option of sending it to you and let you do all the registration/taxes or they can process it for you.

In the last 3 years, I've bought 4 cars out of state. All cars were I paid $0 fees, MSRP only. For two cars, when I received them, I went to DMV to process tax/reg. One car the dealer required me to use their 3rd party service to pay taxes/register (which ended up being wrong so still had to go to DMV). One car they made me pay local sales tax so when I went to DMV, they deducted that amount from what I owed as our sales tax was higher %
