Correct. It's like if Scotland had its own emissions standards that were more stringent than those in England, but auto companies could only import cars on a general basis to the UK. In order for those cars to be legal across the whole UK market, they must conform to all standards applicable anywhere within it.Your correct but even so all cars imported to US have to have CARB certification.
It not and you wanted to sell a car from a non CARB to a CARB state you would not theoretically be able to do so.
Therefore all cars have to have CARB certification.
