Wheel well felt-material doesn't seem screwed in?

The wheel wells have a felt-like material that appears to be secured with screws.

On one of my wheels, though, this material feels a bit loose.

When I tried to tighten one of the screws, it just kept turning without catching.

Is this a common issue?

(Sorry, I was working in a dimly lit condo parking stall, so I couldn’t examine it very closely.)

They arent really screws. They are push in retainers/rivets . Usually you have to pull out the inner 'screw' looking thing cause they wont normally simply unscrew. The wheel liner isnt supposed to be really rigid though. A couple of youtube vids on how to remove them.
I did find the rivet at the very top of both rear (havent done the front) wheel arches doesnt really go into anything though. The rest of mine were somewhat tight and captive.

Did you actually remove the liners? Once we start getting snow, I'm not going to be driving the car, so I'm thinking of starting to go through things and see about reducing road noise. Wheel well liners are one of those things that usually transmit noise.

I only removed the rears when i was removing the rear bumper. Could've just removed the lower rear retainers and not removed the arches entirely as shown in Dragoons excellent exhaust tip video.
I personally wouldnt remove the liners since they protect a lot of sensitive wiring and components from snow/moisture and splashing from the tires.
EDIT: I see you're not driving without them.....there is not much behind them to secure any sound deadening material too. The liners are pretty flimsy.

I don't want to remove them, I want to see about putting sound deadening material on the backs of them. I want to see if the Damplifier mat I have will stick to the back, or maybe I can staple it, and see if it would do any good.
