Dealer says entire bumper has to come off to install...Is that correct?

Correct the bumper needs to be removed.
It seems much more daunting than it really is though. Took about 1hr to do them on our shop car with the bumper removal.
One screw down low behind the wheel liner, the diffuser needs to be removed and the rest are accessed through the trunk.
I can provide some pictures and instructions if needed.

Diffuser off, Wheelarch liners out, Centre brake light off, 4 bolts behind boot carpet, bolt at each lower corner, unplug 3 connectors, unclip from fenders, lift off, drink tea.
