Lol don't ask me! I don't know the bureaucratic intricacies of CARB. Others here have a closer eye on that. I just did the deep dive on the EPA regs and then talked to people who had worked there to get an understanding. But I don't know anything about CARB's process.

A public records request sounds plausible. This would explain why the PDF looks different from the other PDFs published on CARB's website.

This PDF of Lotus Emira approval is all images except for one small bit: the California Public Records Act stamp at the bottom right:

Searching on line for other documents issued by CARB according to CPRA requests, while not exact matching in format, the location and overall format of this CARB CPRA stamp is very similar. It looks like the person made the request on 1/5/2024 and has either been following up periodically, or this CARB bureaucrat put it on his "to do" list and followed up on his own and sent this approval PDF as soon as it became available.

I also would not put it past it that some Lotus/Emira enthusiast actually knows someone or works at CARB and knows about the CPRA mechanism and was able to get it released earlier than the batch EO publication.

I'm going to go with 95% confidence that this is real.
 
Test group matches epa submission which is normal and the executive order doesn’t match anyone else’s EO number.

Likely this lotus talk person just emailed carb passenger car email in the last couple days and they responded with the pdf.

Simplest explanation, and I want this to be real. If this is fake it’s a very convincing fake and way too much effort. I’m going with real. Someone can verify it with CARB via email faster than lotus can put together an email marketing campaign that’s for sure. And they’ll verify it faster than dealers can gave a meeting.
The EO number looks correct as well. It's format is EO type, which is A for all "Passenger Cars, Light-Duty Trucks, Medium-Duty Chassis Vehicles", the first number 37 is the manufacturer ID - Lotus was the 37th manufacturer to register with CARB. and 50th EO issued to Lotus, ever. The previous Lotus Evora EO was A-37-49. If this was a fake, whoever faked this can find a job at CARB.
