Fuse Box Cover/Passenger Footwell Kickplate Removal?

I am pretty mechanically inclined, but cannot figure out how to remove the footwell fuse cover. I've removed the four 1/w4-turn anchors, but cannot figure out how to remove the panel. I've tried pulling the carpet back, lifting, twisting, and on joy.

Can anyone share how the heck you get this panel off?

It hooks under a lip at the bottom, and the carpet in front of the bottom kinda pushes against it and makes it tough to get out. Start with trying to pull out a bit on the top and get that free first. Push down on the carpet at the bottom in front of it when trying to work the bottom out by pushing the panel down a bit while working it out. It’s a pain. Don’t be afraid to use some force.
