Fuse Box Cover/Passenger Footwell Kickplate Removal?

I am pretty mechanically inclined, but cannot figure out how to remove the footwell fuse cover. I've removed the four 1/w4-turn anchors, but cannot figure out how to remove the panel. I've tried pulling the carpet back, lifting, twisting, and on joy.

Can anyone share how the heck you get this panel off?
 
It hooks under a lip at the bottom, and the carpet in front of the bottom kinda pushes against it and makes it tough to get out. Start with trying to pull out a bit on the top and get that free first. Push down on the carpet at the bottom in front of it when trying to work the bottom out by pushing the panel down a bit while working it out. It’s a pain. Don’t be afraid to use some force.
 
Finally got it off! That has got to be the worst engineered fuse cover I've ever encountered in my life. There will definitely be some customization before reinstall.
 
I wrestled with that insane panel during removal and replacement yesterday in a car reading 33 deg. If trying this, when putting back you need to pull the carpet back towards the seat a bit to allow the panel enough room to push/drop down to the floor and slide forwards under the "hooked" rail.
 
Heads up peeps, upon investigation the image of the fuse panel is mirrored in the vertical axis, so it can be a bit confusing. I am revising it to match actual install orientation and will post it here when complete.

By the way, the whole reason I am doing this is to get switched and unswitched power to the top of the window for a camera with sentry protection. I'll add the details here when done.
